Transport Package Question

When creating a resource in a transport package, I assume that the class_key should be modDocument.

But should it be:

or doesn't it matter?

It should never be modResource. It should be the actual class_key of the modResource derivative you are creating an instance of, whether it is a modDocument, or modStaticResource, or modWebLink or modSymLink, or some custom CRC.
