Make sure that your browser cache and cookies for the domain are cleared.

I'm getting this too on an upgrade from 2.0.7. My install skips the "void" stage described above; I get the text-only view straight away. I thought I had fixed it but it's back.
Looking at the source, it appears that MODX is failing to parse MODX resource references as links, among other things. So the Manager can't find its own CSS and Javascript.

OK, went back to a solution suggested by splittingred in this thread:

He suggests:
It's actually a problem with Google minify, the JS/CSS compressor used in the manager, and something we're working on for 2.2-pl. For now, you can just turn off CSS/JS compression and that will fix the issue (turn off compress_css and compress_js system settings).
And it seems to work. Hoorah.
Some sort of alert for users might be handy.

No, problem's back. Now the manager screen is sometimes text and other times blank except for the top menu bar.
I am supposed to be introducing my first editor user to this system next Tuesday ...

After turn off CSS/JS compression in /core/cache/system_settings/config.cache.php i see only white screen and error
Fatal error: Call to a member function isAuthenticated() on a non-object in /home/daa1987/www/belpolosa.ru/core/model/modx/modmanagerresponse.class.php on line 46
I clear folder "cache", this error go away, but admin panel problem is stand.
Help!
