I think this server might be in trouble, but looking into a site running 2.2.0-pl, I'm unable to change templates (remember this bug report?
http://bugs.modx.com/issues/6139) -- this server looks to be a piece of work, so it could be the issue with the timezone being improperly set.
I can't change templates, and using the regular resource creation, I get this error on saving:
