(Pasted from a reply I just made, same issue
https://forums.modx.com/thread/73657/i-save-but-it-doesn-t-change#dis-post-409110)
This is a known issue, and I believe it'll be fixed in forthcoming releases. See:
http://bugs.modx.com/issues/6581
The timezone setting in MODX settings and PHP and mySQL all have to match. There are many threads here that detail it all. Within the past three weeks it's been discussed repeatedly on the forums.
Even so, after you fix the timezone issue there's a small bug that makes it look like the resource can't be saved. The fix is to make some kind of character change in one of the fields (i.e. space+delete) and then the save button is highlighted (or use ctrl+save).
I've noticed the same thing. My work around is to right click on the resource and use quick update, then you can change the template and hit save with no issue.
Found this as well.
I have had success doing the following:
After changing the "Uses Template" field a dialog box will appear asking if you want to really change templates. Hit "yes" and then immediately hit the Save button at the top. Timing is everything, you have to be quick but it does work for me so far.
This is a bug that appears when the PHP / mysql or server time doesn't match ( something like that ) to resolve it search the system settings for Default Time Zone and make sure it matches your mysql time zone or enter "no value" without the quotes
bug #6581 says it is already fixed.
I had a similar problem and the time settings did not help - (two installations of 2.2.0 pl2)
long story short(sort of): I uninstalled and removed some extras I was not using, manually deleted the cache (the whole folder), did a counterclockwise jig 3x (not really!!) and it started to work. Then - perhaps stupidly since I really did not have time for it - I installed the Articles extra, which as you might know installs several other extras as well (a really nice touch to be able to get everything in one go)... and I could no longer change the template. So I first updated quip (Articles installed an older version) - no help - so I started uninstalling extras, and trying to remove them, I say try because the manger was not responding to this request in a couple cases, I cleared the cache a couple times no help, so decided to reinstall everything, manually clear the cache again and then everything worked!
The forums were down immediately after I did this so I could not post and now the exact details are vague.
I have the other site to do - maybe I can narrow down the cause while fixing.

Did you use a matching timezone or the no value option? What are the settings that you have currently?
If you search the forums for "change template" you'll see a number of threads discussing this from the past few weeks with some varied solutions you can try.
Additionally, there is a remaining small bug that makes it seem like the save option is not enabled. However, if you make a character change (i.e. space+delete) in one of the fields the save button becomes highlighted. Ctrl+S also works to save.
You can also try using the quick create option by right clicking on the resource.
