I feel as though I have, once-upon-a-time, seen an option to specify the format used by PHPThumb to generate Images in the back end. e.g. the Image thumbnails generated when selecting an Image for an Image TV. I've searched, however, to no avail.

My specific issue is that thumbnails for transparent PNGs are being converted to JPGs and their transparent pixels being converted to black. It would be excellent if one could configure modx to have PHPThumb generate the thumbnail in the same format as the source, specify a preferred format for thumbnails, or just go with PNG across the board. I like the last option because it would provide the best quality and the first option would likely look terrible in the case of GIFs because of paletting issues.

Does this look like a candidate for a feature request to the team, or can someone suggest a way I can have MODx do my bidding with minimal fuss?

No solution, but I am having the same issue. pngs, especially small ones look terrible.

I also recall the same option to set format way back when.

Maybe it is just a server config issue? …I have exhausted every forum topic i can find.

You can control the default thumbnail format via the media source settings. Retaining the existing format would be a great feature request for http://tracker.modx.com tho!
