Had this in 2.1.5 so upgraded to 2.2 but still get the same behaviour... This is on my dev platform.
1. Create a category called BASContent
2. Assign a chunk to this category
3. Set up a Resource Group, and user according to
http://rtfm.modx.com/display/revolution20/Restricting+an+Element+from+Users
4. When I flush the permissions, my new category disappears from the tree view. It is still in the database, just not visible on the tree....
I clear the cache, clear the browser but nothing makes it reappear!
Any suggestions?
