Simple issue tracking

I am developing a condominium website. I wonder if any of you can recommend
an issue tracking software/script that I could integrate with MODx.

Should be quite simple, just so a neighbor can start a ticket "Need to change the lighbulb at X place",
and the condo admin can organize and asign all the chores/task to her/his people.

I have been looking into eTicket but it uses email to issue and respond to all tickets,
it will be nice if all ticket management and tracking would be done on the website.
