ha! I just dropped a file directly under the Editor's folder, and it worked!
So the issue was actually the descendant folders' permissions.

Ah. That explains why only the files in the public default Filesystem source are visible. I didn't notice those settings.

Where is the permission for the Components?

There's a generic "components" permission that locks out the entire components menu (what I like to do is move the component I want the editor to use to the main nav, though I think that used to be reset upon upgrade - haven't tried that in recent versions though).
You can also, via System > Actions & Menus, update the menus and add a permission to them in case the addon itself doesn't come with that (a few do, Quip comes to mind). Next you'll have to create a new policy template ("Custom"?) and add your new permission to that. Create an access policy based on that template and assign that as context access to the "mgr" context as you see fit.
