Hi i thought to share this with who might run into this problem.
Problem: After upgrade 2.1.3-pl /2.1.5-pl to 2.2.0-pl2 had some admin permission issues.
On this modx install i had some custom manager pages linked to top menu.
At first look ... top menu displayed only my CMP links nothing else.
Why: after a bit of digging ... i found this happened because previously i had some Access Policies created +
Renamed Administrator to Super Admin.
Seems that after upgrade i had a new Access Policy called Administrator created with the updated permissions for 2.2.
Solution:I went to database on `modx_access_policies` table and copied `data` field from the new Administrator policy and replaced my `Super Admin`. Then cleared cache and log back in to manager and voila ... problem sorted
