Where can I set "Empty Cache" for a resources to be off by default? I've looked in the system settings & in the database settings table ... I was not able to find anything that looked like it would do this.

It currently resets to checked after each save and reload. This would make a fabulous feature request though.

the solution is: Security -> Form Customization: Build or update an existing set an change the value for syncsite to false.
