I am relatively new to Modx Revolution. I am trying to use wayfinder to make a navigation menu of all of a parent document's child documents only, excluding the parent document. I'm not having any luck using the &startId and &level parameters.

    Thanks

This Wayfinder call (in the parent document) should do it:
      [[!Wayfinder? &startId=`[[*id]]` &level=`1`]]

In the example above if your wanting the same menu on the children that won't work as it is calling the menu from the document you are on, the ultimate parent addon may work but if not create a tv called start-id and assign it to your templates, then when creating a document just add the start id for the menu ( IE the parent ) and then use the following for your wayfinder call:

        [[Wayfinder? &startId=`[[*start-id]]`]]

I use this a lot as people may not want the navigation from the paret so this is the easiest way to reduce templates but have a random navigation.
