In Joomla you can put into joomla position (part of template) different modules, something like snippets/chunks in MODx, and change their order and params. I’m looking for same functionality in MODx. I would like to allow user to select from drop-down menu snippets/chunks, change their order and finally change some parameters for that snippet/chunk. For example I have Page A and B that have same template. On Page-A I would like on right column to have latest article, weather report and tweeter post, but on Page-B I would like just 5 tweeter posts from user with id 5 and weather report. I found something like that on youtube.

Its possible do to something like that with MIGX.

For your example you would create a input-form and a chunk for each 'module'.
you can add dropdown-TVs to this forms for snippet-configurations.

The user would just click a button 'Add new module' and on the opening window, choose the module and the snippet-parameters for that module by dropdowns or other input-fields and click done.

He can change the order by dragging the modules up and down.

Here's an example which does some kind of that:

you can buy me a beer, if you like MIGX

There are a lot of ways you could do something like that. MODX lets you break out of the box, so to speak. What I might do for this is to create a TV for my template variable that let the user choose one of several Chunks -- each chunk could contain the content for that column.
