I know what I am about to say may seem strange even a little off. Has any interacted with an error in MODx Rev where one can no longer create new resources.
To be even more direct, when I create a new resource I get a blank page in the the manager. The same is true when I go to create or edit users. To better illustrate what I am describing I have attached a screen shot.
I think I have gotten that before. Try clearing the site cache first. Does your top menu work?
Also check server error logs.

I just wanted first thank you for your response. Currently I can not clear the cache it starts to run but does not proceed. Second top menu is functional it just for most page does not present any results.
Any suggestion would be helpful...
Try manually deleting all files in the core/cache directory and clearing your browser cache and cookies.

To be clear you are suggesting deleting all core & cache directory files and then replacing them?

I'm suggesting deleting all the files in the core/cache directory (it's a single directory). MODX will regenerate them for you.
I see you are using 2.1.3, I'm not sure about that version but some versions have a problem with cache corruption. Deleting the cached files will solve it, at least temporarily.
