creating a user led noticeboard

Hi,

I want to create a noticeboard type thing where users can upload a title, an image, and a shortish description. It should be monitored and ideally threaded. I thought I could maybe just use the quip addon for this, but having a shortish look, I think the upload of images may not work as easily. I can't see that I can add the image field without hacking around in the source. Does anyone have another suggestion of how to do this or have I missed something with quip?
