I'm not sure if this is how it is supposed to behave but I may have found a bug.
I set up some form customization rules which are all working as intended.
In system settings I found a setting for "Use Tabs in Manager Layout" (manager_use_tabs.) When I turned this off portals are used as expected but it appears that the form customization no longer works. nothing gets renamed or hidden.
Is this functioning as intended?

That setting is deprecated and is removed in 2.2; it is experimental and is recommended not to use it.
