New Resource does not have richtext toolbar

When I created a new resource in Modx, I was able to past information from the clipboard as richtext and then check out the html. In Modx revolution I seem to have lost that functionality. I have included some screenshots to highlight the diffrence. Can someone help me in knowing how to paste as richtext from the clipboard again?

Screenshots are not visible. Have you downloaded AND installed the TinyMCE package? That package is the rich text edtior.
