I’m using MODx 0.9.5 I’ve created a new manager user and assigned that user to a role with all these permissions:
    Content management
    View a document’s data
    Create new documents
    Edit a document
    Save documents
    Publish documents
    Delete documents
    Empty the site’s cache
    View Unpublished Documents

When logging in as this user and clicking on Site -> New Document I encounter the following message
    Access permissions
You do not have the correct permissions for this document.
None of the site documents have been assigned to any groups (all public) and the only group created is the default Site Admin Pages but nothing is assigned to it unless by default settings.

When the user right clicks on a folder or anywhere on the left site menu and selects "create document here" then it allows the action and a new document can be created.

How can I get the user access to the "New Document" button on the top menu? It appears to be denying the user to create documents under the master folder (index 0) but the user can create documents inside subfolders and even move those documents to the master folder but not create them there.

You need to change the ’Allow Root’ site configuration setting to ’Yes’. (Found under the User tab in the settings)
