foreign language display as ?? instead of the actual character

I just installed modx rev 2.1.3

tried typing in hangul text (한 글 ) click save and preview and the hangul text is ?? instead of 한 글

can someone help me with this please?

It sounds like a character set mismatch between the charset used to display the string and the charset of the table it's in.
