Hmm... Well, in that case I bet there’s a mySQL-only solution. Maybe someone who is more familiar with mySQL than I am can chime in here...
There ought to be (and therefore probably is) a way to make an alias or a reference to a table in mySQL, such that querying it actually queries another table. So you could do each install separately but then convert all but one of the manager user tables to aliases. Then each install would be independent, but they all would be accessing the same manager users table.
Is that a crazy idea, or can someone back me up on this possibility?

Why not just make a plugin that will load up the other manager user tables when one gets a manager user saved?
Now that’s a sensible and straightforward way of doing it. Just sync up the other tables whenever a change is made to one of them. Leave it to Susan to come up with a practical solution when the rest of us are reinventing the atomic wheelbarrow...
