like the Title already says: When creating a new Folder inside the MODX Browser that was opened when choosing an image for an Image TV the Browser creates the Folder not inside the TV Base Path but in root (or filemanager_path).
wich is a position you cannot even see in this situation nor you could know what to set as Parent Directory when you have limited rights.
and images are correctly displayed.
But when I create a new folder inside it's created in the root...
"Manually" you can bypass this problem setting the correct path in the field "Parent directory" when you create a subfolder,
