Hi, I am new to MODx and am running Revolution 2.1.3. After installing Tinymce I want to install a custom CSS file to show within the editor.
I read about setting content_css to my CSS file but don't know how to do this in MODx. Can anyone please advise. Thanks.

Go to the systems settings tab in modx and filter by Rich Text Editor then put the path to your css file, now the css file will be accessed by TinyMCE.
Here's a screenshot of what you need to look for.

One way of thinking about it is that anything that repeats in your site should be included in the template or inserted through a template variable or chunk. The HTML structure of your site that repeats on every page should be in your template, NOT in the Content Editing window. Even if the client doesn't mess up the HTML, Tinymce will.
On the last (well my first ever modx retro-install), although all the pages follow the same format & layout, items like the header image are different to each of it's 30+ pages, and since i wanted my client to be able to edit every pixel, the actual page template just looks like a blank screen.. (the only HTML on there is the head tags and an empty body tag) i tested editing though throughout and it appears to work fine. It sounds like i need to re-think how i'm using Modx

You can give your client the ability to edit every pixel of the content of the page without giving them the ability to edit the structure. Right now they could drop a completely different page into the editing window if they wanted to.
And if they didn't know what they were doing, or if Tinymce was acting in its usual wonky way, you could end up with div tags accidentally being deleted and then suddenly your page structure has gone all to hell. No to sound overly dramatic, but it's a recipe for disaster.
