removing file_manager path doesnt display all files

I set a path in filemanager_path to restrict users from seeing the entire files list in the Files tab. I removed this setting, clicked 'refresh tree' and I still see the files as though there is a path setting in filemanager_path. Should I not be able to see ALL files in the Files tab if nothing is set here?

I think it may default to the current MODX_BASE_PATH.
