Can I enable captcha via the admin panel so it only works when users try to register. And it isn’t required when logging in?

No. Just use different options for the registration snippet and the weblogin snippet.

When you call the snippet, [[Snippet? &option=`value`]]
Looks like in the weblogin snippet you would use &use_captcha=`1`, and for the websignup you use &useCaptcha=`1` (or 0, or don’t use at all to not have captcha)
