I am wondering if anyone knows of an easy way to install MODx on a local network server for editing AND then be able to upload only the new changes to the actual web server?
I have used and loved MODx while in the U.S., but recently I’ve been working in Rwanda Africa. DSL prices here are currently out of our price range at an astronomical $180/month so we use dial-up which is also expensive and is charged by the minute. So, for us, connection times have to be short and data transfer has to be relatively small.
I would like to keep our average uploads under 2MB for each update. I imagine that unless we can upload only the relevent changes then even uploading the entire database file each time would eventually become to large. The current site I’m wanting to convert has over 50 pages.
Can anyone here think of a solution for using a CMS in this environment?

And secondary, anyone have a suggestion on a good fool-proof version of Apache/PHP/MySQL for WinXP? Is there anything else I would need for a local MODx testing server?

A link to any of this would be helpful since connection charges here make even simple research more expensive than it needs to be.
EasyPHP is easy to handle sure, but its package is not really up to date.
I’d prefer
wampserver or better,
XAMPP
As for the other problem (uploading only diffs), I had come accross
rsync but I don’t know if that would solve your problem there...
