There is an interesting article about combining and compressing JS and CSS files on the fly. It uses redirection of requests for specific JS and CSS files to execute a php script that does the combining and compressing. Under MODx, would this be implemented as a snippet, module, or just a standalone piece of PHP code not really associated with MODx at all?

As long as your css is files and not MODx documents, this would work just fine as a stand-alone script.
