is there a newsletter module?
Yes there is :
http://modxcms.com/forums/index.php/topic,2421.0.html
It a great one you can send MODx page with it automatically but Wendy (Djamoer) has somewhat dropped the developpement after his moving back to his country. It’s not entirely usable in production (I know I have had problems using it).
You can also try
KoopsMailingList from Susan.
Could have found this looking at the tag cloud of the repository and clicking the
newsletter word
