editing files through file manager

I just stumbled over a strange thing - while viewing a txt file with win1251 charset through file manager - cyrillic chars are not displayed correctly. When I try to edit and save - they turn into this thing:

#209;#238;#231;#228;#224;#237;#232;#229; #241;#224;#233;#242;#224; - #204;#224;#234;#241;#232;#236;

(with ’&’ prefix)
I didnt find where to fix charset setting unfortunately
