Question about best practices for snippet / plugin / module

Hi all

I would like to know if a guide of best practices was written ?

Some times ago, I started Modules, plugins & snippet optimisation ?. During the discussion, a new topic (
Multi-language site best practices) was created, splittef from the first.
At this time, I would like to know if a guide was written. It was not the case. It seemed me to have read that following this discussion, a guide was in the course of writing. But I can’t find this post.
Does somebody have information on this subject ?

Thanks
