BabelLinks shows only one link on home page?

I have set 3 contexts with the Babel extra:

www.website.eu/nl/ main language
www.website.eu/de/ sub language
www.website.eu/en/ sub language

But on the home page of the main language it shows only one link of the main language (nl)

Snippet:

Tpl:
<li><a href="[[+url]]"[[+active:notempty=` class="[[+active]]"`]]><span>[[+cultureKey]]</span></a></li>

Did I miss something?

The strange thing is that some times it shows all the links and some times just only the link from the main language it happens also on subpages.

I had the same problem, then i found this on the class-zec website:

Grant the "Load Only" access policy for all your contexts to the anonymous group: no differences to domain based approach.

I only saw all language when i was logged in, when i logged out, only 1 language showed. This solved the problem.
