Which title? It all looks good to me... although I get the message about "simple page for older browsers"; I’m using FF 2.0.0.9 on OS X (I have the 2.0.0.10 update downloaded, just haven’t applied it yet).
Looks good in Safari as well (same simple page message there, as well)
I’m sorry, my Hebrew is so bad I’ve never worked with it on a website, so I can’t really say much about it.
The title looks ok only because I changed it to english, the original was אופניים.נט which showed up as ??.??????? in the browsers title and tabs.
And yea I should remove the simple page message, for some reason it does not seem to work correctly anymore.

I don’t know what the problem could be... I just gave it a try on my site, edited the site name in the configuration, and it seems to be working just fine...

What is the character set of your database?
Well, your site isn’t unicode at all so I would not expect it to have the same encoding related problems.
Here are my MySql settings from MyPhpAdmin:
MySQL charset: UTF-8 Unicode (utf8)
MySQL Collation: utf8_bin , all my tables use this collation
It seems strange that only the sites title gets corrupted, changing the page title or contents works fine.
In MyPhpAdmin I can see that the title is corrupted and shows up as question marks but manually editing that through database administration does not seem to help either, the data is still corrupted when it gets back out.
(P.S. I changed the title back to hebrew so yo can see the problem)
Check to see if the $database_connection_charset setting is correct (you can set this in the site settings panel) and check if it is set the same in the config.inc.php file. I think that this was not getting set correctly before and now is. I am just guessing but worth checking out.

Oops... I keep forgetting that that default template isn’t using [(modx_charset)]. I fixed it; it’s specifying UTF-8 now, and still working OK.

I suspect you’ll find those question marks in the database; you can probably go ahead and fix the text directly in the database (using phpMyAdmin or whatever other database client you use). How they came to be that way in the first place is another question, of course.
As I already said, editing the value through PhpMyAdmin does not help either. After the edit I can see the value correctly in the modx manager but the titles of both the manager and the general site still won’t show up correctly.
$database_connection_charset is set to utf8 in both the sites manager and config.inc.php.

I’m almost certain then that your database charset/collation is not utf8. The server may be set to that, but MODx uses SET CHARSET (rather than SET NAMES) so that your actual database charset/collation is used, regardless of what is specified in the configuration. It’s important that your actual database charset matches what you set the connection charset to.
