Is it possible to get the path of the current gallery’s parent? Along with this it would be convenient to know if the current gallery has a parent, or is the top level gallery. In this way one could include a "Go up a level" link in the galleryOuterTpl. Perhaps I’m barking up the wrong tree and should be using Ditto?

yeah, you could use ditto.. or do a simple snippet that checks if there is a parent document and that is it a gallery document..
eg parent =! 0 and check that id from maxigallery db table against gal_id field
