How can I create an Image when I hover above it that I get a tooltip which gives a description about the image. Just like here

is there a plugin for it for ModX?
I also want that the user can add more images (which gallery should I use for modx), but when he adds a new image that there also will be a new page for content. So when you click on the image you go to the new page. how can I achieve that?
