How do I create a validator to perform similar function to password_confirm?

Hi,

Can someone tell me how to create a custom validator that performs the same function as the built in validator: password_confirm? I would like to use it to compare 2 email address fields on a contact form to make sure the person submitting a form has entered their correct e-mail address.
