Web Toolbar for comment forms

I’m trying to implement a custom web toolbar for entering comments, specifically to add the style select box, I added "style" into the custom list through the manager and it showed me the select box but it didn’t populate.

What I’m really trying to do is add a simple way to wrap paragraph tags around a block of text in the RTE (I hate double break tags).

Any ideas how I can do this?
