What is the best way to add a list of checkboxes that can be managed by a content manager with no HTML knowledge at all?

A general form on the website needs to contain a list of options the surfer can check on/off. Since these options will change from now and then, it would be handy that a content manager of the site can change the options autonomously without the help of a developer of html author.
So, the form and its checkboxes are on the front-end and I am looking for a way to let the content managers maintain the checkboxes as easily as possible.
