[bug#265] Manager Layout in User Settings

    I really like the Snap in top menu bar layout in MODx 0.9.1. However, I noticed this option does not exist in Users -> Manage Users -> User Settings on any selected user. This means, if they select one of the other Manager Layouts in Users -> Manage Users -> User Settings, they cannot go back to the default Snap in top menu bar layout.
