not sure of what is your problem...
I use FCKeditor with NewsPublisher and it works fine...
You need to install fckeditor as a plugin in modx, then choose the editor you want use...
If you want FCKE in front-end you have to create a RichText TV, type TichText and activate widget "RuchText"... It should work..
