It looks like the tables never got created, though the installer should have warned you of the issue. Can you see if the tables exist via phpMyAdmin. If so, I suggest removing them and trying again, if this was a new installation and not an upgrade.

I’m refering to all of the modx tables (would be prefixed with whatever you specified as the table prefix when describing your database connection properties). I’m suggesting you DROP the tables and/or the database itself, and start from scratch and see if you notice any other error messages. It’s strange that it would say the tables were created successfully and then die on the initial step of preparing the site cache for first use. And I just need more information to determine why it is not working. Have you installed other php/mysql applications successfully in your environment?

phpMyAdmin is a web-based DB administration interface for MySQL, that is commonly deployed in LAMP environments. If you setup PHP/MySQL yourself on your XP box, you’d need to install this yourself. If, on the other hand, you use a package like XAMPP, it is included by default so you can instantly get access to it.

For more information on XAMPP, see http://www.apachefriends.org/en/xampp.html
