(Solved)system configuration Error when trying to configure new template

The following post might help sort out the issues, it seems to be an issue with the .htaccess and related to how some ISP’s have configured their servers.

Ok I solved it by putting in the .htaccess file
<IfModule mod_security.c>
# Turn off mod_security filtering.
SecFilterEngine Off

# The below probably isn’t needed, but better safe than sorry.
SecFilterScanPOST Off
</IfModule>
right after # Rewrite directives here for SEF (Search Engine Friendly) URLs

RewriteEngine On
RewriteCond %{REQUEST_FILENAME} !-f
RewriteCond %{REQUEST_FILENAME} !-d

Thanks for pointing me in the right direction, i modified the .htaccess files and all seems well now.
