widget_accessdenied

How can i completely protect docs marked with this widget from deletion?
Manager can’t see contents of such docs and manage them, but he can call right click context menu and still delete document.
Of course i can prevent manager from see this doc completely, but child docs, needs to be managed.
This is very bad, when whole section of site will be deleted by not very bright secretary.
