Not in the current 0.9.x releases without changing an incredible amount of core code (i.e. hacking it). 2.0, a.k.a. Revolution (currently in alpha) does have this feature in the advanced package.
You’d need to find all references to the manager directory in the current release and also in any third party components that reference the manager directory and change them. (Yes, a core hack.)

You might of addressed this already but for security purposes why not lock it down with .htaccess or mod_security? Certainly works when IP addresses are known. You can lock down based on geo coding the ip when they are dynamic.
Would using htaccess effect a modx site at all if you have it in the manager folder? I mean if it requests a user and password to access the manager? Some of my snippets use mootools from the manager area so how would this work?
