Well, it needs to upload to manager/media/style, which could be a problem since I certainly wouldn’t want anything in the Manager to be world-writable! On the other hand, that’s why I chose to host my sites with a provider (Chris Fancy, at pendlebusinesssolutions.co.uk) who has PHP running suexec, so that everything is done as the "me" user (the same as my ftp user) and not the "apache" user. So I don’t have to worry about who can write to what.
I got this message in the box showing the forum-news:
Warning: include() [function.include]: URL file-access is disabled in the server configuration in /home/users/trebaat/www/manager/media/style/MODxBlack/forumnews.php on line 2

That means that your server won’t allow a script to "include" a remote file using a URL as the link to include from. It’s a security precaution.
