Hi!
After upgrading I try to log in as admin and get pop-up message "You are blocked and cannot log in! Please try again later"

How many times did you try to login? If you got it incorrect more than three times your account will indeed be blocked.

If you were logged in when you ran the upgrade, you’ll probably need to delete the cookies in your browser as well. The only times I have any trouble at all with an upgrade is if I forget to log out before running the upgrade, and my cookies get scrambled.
