Can an editor create new pages in the root?

Hi,

right now I’m creating a login account for this client of mine. I assigned the "editor" role to him and gave him permission to create new pages. I’ve already setup some pages in the meantime.

Here’s the strangest thing: he can NOT save new pages in the root of the website. However, he CAN save new pages when they have a parent. So basically: he can only create submenu items and I want to give him enough permission rights so he can create menu AND submenu items.

Can anyone help me out please?

Tools -> Configuration, the User tab, and the "Allow Root" option.
