When I attempt to add a new manager user, this particular MODx install won’t do it...
No error messages show, but the "save" button kind of locks up (it looks pushed) and its non-responsive, and the new user doesn’t take.
There are no problems adding web users.
This is my first MODx install on a different host, so I’m wondering if its a permissions issue on the server... where would you suggest I look?

Not really. Your problem was that the plugin for TinyMCE was still active. Either delete or disable the plugin (in Resources->Manage Resources, the Plugins tab).
