Link Resource, Quip, and User

What I am trying to achieve is using quip allow a user to post a comment. I would like that comment to be directed to a specific resource page.

The catch is I would like to use one QuipReply page. The thread for quip reply is going to have to change with each user. Is there a way to link the three together?
