Allowing registered or non-registered users to create and publish a resource

Allowing Web Users to publish a document
Hi, I’m fairly new to modx. I’ve created a very basic user-signup and login. The users can now login successfully.

What I’m trying to achieve is to:

a) Allow non-registered users to post a resource in a container.
b) Allow registered users to post a resource in a container.

Obviously a and b are completely different, but I’d like to know how to do this. I know there is NewsPublisher, but it doesn’t seem to be in my snippets and was wondering if there’s anything else I can do.

Any help, as always will be welcomed with open arms.
