Unwanted characters in urls, tag links

Hi,
My urls look like this one: http://mysite.com/49.html?tags=%C5%82adny+link
This is what I changed in TvTagCloud: http://modxcms.com/forums/index.php/topic,5814.msg231451.html#msg231451

I tried to change something in Ditto, but It doesn`t work.

Could you tell me what should be changed in Ditto to make It work properly for TvTagCloud or tagLinks?

I am sure there is a lot of people who have such a problem with Ditto.
