[tp3/tp31] Collapsible top bar layout

The new menu style is really cool, I like it most!

There are 2 minor issues...

1. In the "Collapsible top bar layout" the "role management" menu item is empty (see screenshot).

2. In "User Settings", the "Manager layout" is missing this new menu style.

Until the next release when this will be fixed, you can use the following files.

The menu file goes in manager/frames and the css goes in manager/media/styles.
