Two sets of tags possible?

I am looking to have two separate tags... one that would classify major ingredients while the other would list cuisine types.

Is it possible with the current version of Ditto to do this?

Yes, just use commas to separate &tagData sources.

makes sense, similar to the filter parameter.

Now the next question is can i have the item display two sets of tag links, or does it merge them.

Ingredents: ..., ..., ...
Cusines: ..., ..., ...

Also is it possible to list a master set of tags, kinda like an index page so someone would be able to view all available tags and display the one they wanted.

Unfortunately Ditto will merge them. You can use the tagLinks snippet to render the separate lists while still using the comma separated tagData parameter to allow for tag filtering.

As for the Index page, tvTagCloud should do the trick.
